If you want to complain about the decision made by The Danish State Administration

If we cannot issue a Certificate of Marital Status to you—because you do not meet the criteria and we are unable to dispense with the requirement of consent from your legal guardian to get married, the requirement in regards to changing joint estate or the requirement for legal residence in Denmark—you can complain about this decision to the National Social Appeal Board.

When you get a decision from us, you will also receive instructions in regards to how you can complain.

If you want to complain about a decision, you must send the complaint to The Danish State Administration. We will send the complaint on to the National Social Appeal Board together with the rest of your case.
  

You cannot make a complaint in the following situation

According to The Danish Act on the Formation and Dissolution of Marriage, you cannot make a complaint in a situation, where The Danish State Administration has reached the conclusion that the primary aim of getting married is to obtain a residency right in Denmark or in an EU- or EEA member state or in Switzerland, a so-called bogus marriage/marriage of convenience.
